When a program doesn’t want to uninstall the best way to approach this is by re-installing the program then uninstall it.

Do not worry, it may be a case of bad software packaging and/or deletion or some critical files accidently.

Delete the installation folder from program files and local settings and remove the entry for the program from startup ( if it is there ). If possible, ( and only if you are expert), delete entries from windows/system 32 folder also. No need to touch registry. The thing will not bug you then. It will automatically get deleted when you format your OS in future.

If you need to remove it without touching OS,
try reinstalling and then uninstalling it.
( you may/may not need to delete the program folder from program files for reinstallation).

The same thing just happened to me last night.
    With the exact same errors.

    I suggest photoshop cs4.

I couldn’t fix the error with cs3 and almost have its components uninstalled.
